If tram route 12 were exactly the same as 28, it would not have a different number. Route 28 is a point-to-point connection (Prazeres to Martim Moniz), whereas 12 is a circular service departing from Martim Moniz and passing throught some of the most iconic places of the Alfama. The circle is operated in one direction only (clockwise). What you filmed is a (partial) ride on route 28. I prefer route 12 to 28.
For the 28, go to the end of the line at Prazeres Cemetery, it is quite beautiful and worth a visit in itself, and then ride the 28 back downtown.
