if the question refers to 9/11 then yes, otherwise while explaining new form of global terrorism u may refer 9/11 as a watershed ....yes, terrorism is generally a non-state action...I hv highlighted this aspect...good wishes;

This is single issue terrorism. One single issue is taken at a particular moment of time. Loner, means one person not linked to any terrorist organisation, does terrorist act. For example, 'Loner' student shoots and kills 10 at Texas school in May 2018...
