"But Allah has already decided who's going to pass the exam and who will fail. How do we explain this?" We don't have to explain this. Allah didn't decide. Nothing is possible without God just as nothing is possible within a computer program without the programmer having written the code for it to be possible. The difference between the programmer and Allah ,is that Allah has foreknowledge as to what one will do, just as anyone with sufficient knowledge is able to predict an outcome to a certain probability - the more complete the knowledge, the higher the probability - in the case of God, His knowledge is complete, so His knowing the outcome is with certainty. He therefore does not need to will except what He knows will transpire due to one's choices. With that being said; for the believer, this is an irrelevant question because he/she understands that God is supremely wise, trustworthy, and just; therefore the believer's concern is not with how to understand this, but to focus on the test - to bother oneself with things beyond one's understanding is a waste of time - they will have their explanation when they meet God. As for the unbeliever, they don't believe, so an explanation is irrelevant. One should concern oneself with what is relevant. "A man asked the Prophet about the Hour (i.e. Day of Judgment) saying, "When will the Hour be?" The Prophet said, "What have you prepared for it?" ... " And God knows best.

Very good question indeed, any time someone asks question without predisposed bias there is a learning lesson. I am sure you have took too many tests during your life time, and your professors knew the answers but they still test you. Why they didn't give the answer, because at the end of the test there will rewards so you can get a job and make living for short period of time. However Allah created this world for the benefit of human beings, if we pass his tests he will reward us eternal paradise. If we fail we will be in hell fire and no one can question him, since we cannot question our perfessors when they are giving the test, if you refuse to take it they will fail you and you are the only one who suffers. So Allah questions and no one can question him because we are nothing and we will die so we have time to think because its too late.
We have a free will. We have a choice to do what we want but everything is predetermined and predestined unless it is changed by Allah swt decree. Allah swt created our provision rizq 50,000 before creation. What is the point of this life, to know the creator. The angels asked Allah swt why are you creating man who kills and Allah swt said I know what you do not know. This is the point of life to pass the test.
@Luis Gatmaitan that was the decree from Allah swt that the child be killed it was written in his fate. Who are we to question why Allah swt created us, we are limited humans mere mortals and there is a purpose to life.
