The song is in the key of F, which has one flat (B). Since we're in a flat based scale, you'd want to continue using flats throughout. That's not to say you can't use sharp signatures in the piece, but it's common to stay within the key signature identified. D would be the 6 in the key of F, so moving down to C chromatically would warrant the D flat notation. Hope that helps! 👍
