Its hilarious how much better OPR is than 10e/40k. Simpler system, alternating activations, and still all the depth and competative strategic thinking you can ask out of a wargame. I have been impressed with their system so far

Scout happens once before the game begins after all units have been deploys. The scouting units get deployed after all other units, then they can take their 12 inch scouting movement.
This is probably not my game but... Once I played demo of Warhammer 40000 at one games convention. Necrons vs. Adeptus Mechanicus. And your game was more interested than my gameplay. It wasn't fault of demoagent. This game was just, somewhat boring.
I once played a game in a store just off the street, when it's not your army it's not the same, building your list making your plan a d understanding the intricacies of the rules makes all the difference!

I'm wondering if I use too much terrain. Every battle report I see uses substantially less than we do.
OPR suggests 15 pieces for a 4x6 board! So this 4x4 is some fewer than that

Seems weird that Scout counts as an entire activation
It shouldn’t! I may have done it wrong. Scout happens before the activation.

Scout move I believe is part of their deployment so not their activation. They should get scout move then get activation move.
