A low cut is required because the low bass in the voice is unnecessary and will be "too bassy" for a big speaker system if played very loud. And the reason he used two EQs is because they both have different effects and on the mixer rack the order of the effects on the sub bus changes the sound so doing them like this slowly changes the sound. The first EQ is frequency sweeping for bad (unwanted frequencies) whereas the second EQ is boosting the desired frequencies to give a warmer feel with more mids and highs.
