Most spells should ideally be cast during the proper planetary day and/or planetary hour. But this spell works with all four elements, so I don't think that applies here. Maybe on Wednesday or during the hour of Mercury because Mercury rules magic. That's always a good time to fall back on when you're not quite sure. And yes, at night is ideal. If someone accidentally touches your amulet (out of curiosity for example) there's nothing wrong with it. But if you realize that someone has taken it from you, or has been handling it without your permission, it's usually best to repeat the cleansing and bless it. It's all about the intention. Anybody can use the chant, you don't need to be a pagan or Wiccan. To deactivate an amulet you can destroy it or simply get rid of it.

What do i do with the left over of materials? Specially the water and the salt.
