The VE doesn't interpret your medical records. You misunderstod the VE's role. The limitations are outlined by the ALJ, based on their review of your medical records and your testimony. They are then conveyed to the VE via their Hypothetical. The VE simply answers the ALJ's questions based on the hypo.

My lawyer had to write a letter to the judge after the hearing proving what the VE said was inaccurate. We won the case.
