This concept would have been far better off as something other a Godzilla movie, the compelling themes of lose, it’s fascinating modern take on Frankenstein, about a scientist going mad from grief, taking two beautiful things from nature, a young woman and her prized rose, fusing them together and creating a monstrosity, and the ethereal classical compositions gives it a mystical and emotionally resonate quality that couldn’t be achievable with a typical science fiction or kaiju score. But it was all for not as the stronger aspects where ultimately suffocated by the usual Godzilla shenanigans and a convoluted subplot with his cells that involved an American terrorist group and Mid East agents.
I agree that the film gets a little too bogged down with the science mumbo jumbo and terrorist side plots, HOWEVER I disagree agree that the film would've been better off without Godzilla. Godzilla in my opinion is intergrl to the story and the film mostly does a great job weaving Godzilla in with the story of Biollante and her tragedy and mirroring it with his own.

Almost as poetic as Godzilla himself. All that natural beauty to be squashed by a man made horror that knows nothing but destruction.
