I totally agree that vibrato can be both good and bad. It is often used by less skilled singers as a crutch, to hide the fact that they can't hold a note properly. But then there are skilled singers like Upiko, Dolly Parton or Édith Piaf that can sing however they want, and chose to use the vibrato for creative reasons. Or Su-metal, who almost never uses it. Unless she wants to, and then it's amazing. Vibrato isn't all that hard, but it requires skill and taste to be used well.

DragonPhlyy has good taste as usual 😁. I requested this one a week or so ago on Wave's stream. She does livestream performances every Tuesday and Friday at 9:00am EST... which sucks for me, cuz I'm just starting work then. But they stay up for a few hours, so I was able to catch a couple. She seems like a very cool and confident person. And her speaking voice is just as low and powerful as her singing voice 💕

This track came into my radar as well during the last few days and now I realized you already reacted to it. Algorithmically it's probably not a coincidence although it feels like it. Subscribing to her channel I realized she's doing two lives over TH-cam on Tuesdays and Fridays every week. I caught her live yesterday (Friday), where she really casually played her songs for about an hour, and ended with Crow. She said she was happy that Crow went viral because it's her own song as opposed to the song she used to be known for, which was a cover (Fight, Miyuki Nakashima).
The song is about suicide. That odd bit at the end seems to attempt to simulate crying. To me, it sounds like the way a voice cracks when crying out in deep despair and mourning.
There's a question of natural vibrato and forced, artificial vibrato. Sometimes, it comes off as way too much.
