David Arnold said he's still the 'house' composer for Eon and the director has the choice of using him or there own preferred composer with the later being the choice in the past 3 films [with Hans Zimmer coming in for NTTD when Dan Romer was replaced late on].

It's interesting that Purvis&Wade were not originally involved in the last 3 Bond films but had to be brought back when the scripts by Peter Morgan, John Logan and John Hodge didn't work out so they do seem to have a knack of getting the scripts off the ground. Even then, the script is usually re-written by other writers [6 overall worked on No Time to Die-2 uncredited].
