And FYI; you can cut that lower inner fairing cap and make it work. I have the same setup on my Electra Glide Police (no radio either) and I simply cut out the ignition hole, just past the first button on each side (leave two buttons outside). The two sides then bolt right back up and there is enough of the lip left over to keep it in place. Looks much cleaner.
Pretty sure you don’t need to take the top triple tree off to get to the riser bolts, unless HD did something different on the 2021 models. I’ve always just turned the bars to the right to access one bolt, and turned them to the left to access the other.

However, my bike does not have a security system (fob) which was an option for the '08 model year. I know it's a big ask, but hoping you could share some quick thoughts about options for deleting/relocating the ignition and a cruise control rocker switch located on the ignition valance. ...thanks!

I want to go with the T-bar set up, but not being able to lock the forks...what happens if I'm staying at a motel, with the bike parked in front of my room? My key-fob would be in range, someone could just start up your bike...
The key fob has to be within about 30 inches of the ECM. It won't activate from inside your room. It wouldn't even activate if it were in the car parked next to the bike. The range is very close on purpose.

Do you know that T-Rex plate would fit on a 2022 Street Bob? I am not sure if you turn to the lock position, if there might be clearance issues.

Kraus now makes a keyed neck locking plate that is clean and well thought out. They’re currently priced under $70.
