Makoto is a true symbol of a person who has great intentions but no skills but at least she has the flexibility to clean up the mess of the traitor...even if most of the problem comes from herself

Same goes with, say, why some don't like Cherino. Their characterization is intentionally more polarizing than other girls. Still good that she's playable now, so we can see more of her than just the small slices of her personality in the major stories and such.
