the price for peace, think of the opportunity cost....plus most of that govt expenditure is on wage bill...putting some money in the hands of kenyans so they can feed their families, i doubt that is harmful for the economy, dont think about this politically... but economically... then u would understand Ndii and not focus on nominal figures...Dont be fooled by the interviewer tryin to rile kenyans up, he probably understands but thats his job, to make headlines out of the nominal. Now youll hear, Ndii says govt cant stop being wasteful, without context,,,,makes for good clickbait. Like you, baited.

Tough times but the President thinks that paying office of the spouse, Kidero and 49 others 100m on salaries every month is not a problem. We can see through this nonsense. Saying that 100m every month is a small amount when it can pay school fees for so many bright and needy students is being greedy.

Let me echo what my fellow economist is saying. Dr. Ndii is proposing total renovation of our institutional policies, as a lasting solution to the government crisis, as opposed to trying to maximize efficiency in a flawed economic structure altogether. He is looking at quantum change as opposed to peripheral and marginal change.
Maximizing efficiency i.e. reducing wastage in a flawed economic and institutional setting, is like arranging chairs in a sinking titanic. Ndii is proposing fixing the sinking titanic first, then later fine-tuning efficiency afterwards.
This boils down to the debate on efficiency vs effectiveness. You can be efficiently destructive, but effectiveness forces you to look at the bigger picture.

What you are asking for is a small government. You are asking for cuts in the size of government, cut subsidies, cut entitlements, cut salaries, cut parastatals.
      Won't happen.
The constitution is a democratic constitution. And democracy demands the sort of patronage we see with bloated government, bloated county governments, bloated salaries etc.
Democracy is in practice just lagalized bribery. And our constitution is one long ode to bribery for votes.
On the other hand, the elite in Kenya are obsessed with making Kenya like some Scandinavian country. They ceaselessly copy and paste European policies and plans without caring for the social economic situation in Kenya.
European countries for example have plenty of natural resources to export, many of them have negligible defense budgets because they rely of the Americans.
Unless Ruto digs our oil and refines it, unless he digs our coal and builds a coal power station, unless he digs our gas, everything Ruto is doing will fail.

    • @francisoduor2386
      @francisoduor2386 ปีที่แล้ว

@@josephmungai1799 I support this argument, we better take a loan to build our oil refinery plant, consume locally and export surplus...
If not enough import little fuel. This will bring the cost of production low, which will lead to much production, increase exportation of produced goods. As a result shillings will have value, economy be stable etc...
Collected revenue should be meticulously spent.. but Leaders have high expectations and stealing public funds for next Campaigns🤔😄

Many are quick to criticise a government that has done most of what it can to avert a crisis that was certain to come even if Baba were president. David Ndii's counsel to the president is at the heart of navigating a challenging economic situation that, in my view, very few other economists can even understand, let alone solve.

For the first time in history Government is unable to pay salaries? We have had debts before and someone tell Gachagua that even when Covid-19 struck Uhuru never failed to pay workers. It was the most tough 2yrs but he never never kept workers on salaries.
Spending 4.5m daily on hospitality at statehouse and calming Kenya has no money is an insult
Employing 50CAS each carrying home 800k+ in salary and claiming Kenya is broke is either stupidity or rather lacking leadership skills
    Solution
    Reduce mps salaries,
    Reduce allocation to your offices
    Reduce CAS team
    Reduce house allowances
Stop making many unnecessary international trips and finally
Stuck to holding Government meetings in Government institutions and finally
    Reduce workforce in spouses offices

I'm not sure why commentators are getting their knickers twisted. Ndii has said that the economic transformation that Kenya needs is achieved through policy and sits outside of government I.e. private sector driven.
The issues of wastage are systemic and probably fall outside his purview. In any case, the perpetrators and beneficiaries of this wastage are Kenyans both inside and outside government. So when politicians steal money, then donate the same money at your harambee or buy you a drink, you do not complain. Let us not be hypocrites.

I remember Paul Mwangi saying that during the grand coalition government when he was RAOs' adviser, he would get 24k in airtime and no matter how much he called, he only ever spent an average of 2k per month. The rest he would give out to his friends and relatives. So, those close to power enjoy and perhaps don't mind this wastage...

There was a time I was involved in government (though I was working in the private sector), and I started getting hefty allowances to attend meetings. Let me tell you Maina, I looked forward to attending those meetings just for the trips and allowances. This is what is meant by wastage.
There was even an employee of a regulatory authority who was either in workshops, training, benchmarking tours, seminars, etc for 9 months in a calendar year. For the remaining 3 months, 2 were spent on leave. Meaning the employee was in the office for 1 month only. The same authority also bought iPhone 14s as Christmas presents for the board in the middle of a drought.

In short, the government is operating using institutions that are facing systemic and policy issues, with little attention to wastage of public funds, circumstances in terms of destabilization of the global market structures and shocks on the global financial markets and secondly, the deliberate increase in political non-economic developmental space that translates into huge unaccounted spending, burdening the taxpayers. In short, the country has fallen into the "accepted level of corruption" trap since much of the government spending cannot be accounted for but is deemed necessary since there lacks strong and stable institutional policies to bring accountability. Things like "politics has to be paid for" is what balloons the budget with deficits and lower revenues!!
