Do you have any new info on this? all brokers I am seeing are requiring the cars be shipping out of california to the brokers business state, and then back to california for california residence buying california cars.
So in September 2019 the state of California changed the regulations and made it were public is not allowed to buy salvaged vehicles from auction, not even through a broker. Got to Love Cali.

If you ever get that license a California based broker would be pretty sick to deal with instead of all these others I see on Copart that are outside of teh state.

Great information !! Did you have any problems picking the car up yourself ? Can you explain to me what do you mean that Copart now enforces it ?
It just means they will not release your vehicle to anyone that doesn't have a licence to transport vehicles
