I would really like to know what he thought while saying it. Because while the sun can shine when building a snowman, rain would immediately melt the snow. The only thing that would kind of make sense is that he confused Regen (rain) with Niederschlag (Downfall). Which would in turn confuse me, because I thought doc is a German native... // EDIT: Oh I just noticed it is a part of a song from Alligatoah. Do we have any German majors willing to try to interpret the phrase :P

No German major (English major, tho), but native speaker and long time fan of Alligatoah here. The whole song is a satirical examination of the German-typical tendency to complain. It's kind of a part of small talk: if you don't know what to say, you talk about the weather and you tend to complain about it. You don't necessarily need to hold a grudge about the current weather conditions, it's just fun complaining. It's also a very typically German thing to want, what you don't have, just because. There's even a slang word for that kind of person: we call them "Alman". That's a person acting on German stereotypes. So basically, the type of weather described is not the important part. What's important is, that the weather could be different and you would like to talk about that right now. Furthermore, Alligatoah is a great artist and I can very much recommend listening to his songs.
