It is important to verify the cable has been installed appropriately. As the cables are generally laid in trench or in conduit systems, it can be difficult to inspect the cable for physical damage that may have occurred during installation.
This is when a sheath integrity test should be performed. This gives us a good baseline to compare to after the cable has been installed and whether damage has occurred during installation.
The sheath integrity test consists of a DC voltage injection on the screen wires of generally 10kV. The voltage is maintained for 1 minute where no breakdowns must occur to prove the integrity of the outer sheath covering.
    Preparation Procedure
    1. Outer sheaths at both ends to be scraped and solvent cleaned to remove all traces of semi-conductive covering. A small portion of graphite coating to be removed 100 mm away from each end
    2. Cable ends to be supported, behind cleaned area, with suitable supports, i.e. wood-blocks
    3. Connect the cable core to an earthing point to prevent the core being charged. Now that the lead alloy sheaths have been isolated, the test can take place.
    4. Connect the test equipment with one wire clamp to the lead alloy sheath of one phase
    5. Before switching on, make sure that no one can get within reach of parts of the cable system where the high voltage is applied. Put up warning tapes and/or signs, which state the situation and station some watchmen along the route and at the other cable end.
    6. Slowly rotate the voltage selector (1 kV per second in intervals) until10kV test voltage is reached. The voltage to be maintained for 1 minute, and the leakage current after this time to be recorded
    7. After switching off, earth the lead alloy using earth rod before removing the clamp.
    8. Repeat these procedures for the other two phases.
    9. Before and after carrying DC voltage test, insulation resistance of the outer sheath to be tested by injecting 1kV DC. Results of IR values shall be calculated per Km of cable and to be recorded in the attached form.

I highly suggest you earth the phases when doing sheath tests. Also, always use a discharge or earthing stick to make sure the test object is discharged after test.
