So elevating it to the Empire is an option... 2) However, as Blurbs didn't complete Civil War, this isn't possible, that doesn't exactly mean it's impossible to get a federal government involved (and even if he did and he completed it with the Stormcloaks, it's still possible). Every hold has a Jarl (which is like a state as it has a main city, a capital if you will, and smaller villages), and every Jarl answers to the High King who can be considered the federal government of Skyrim. However, as Falkreath is an Imperial supporting city, you will need to elevate this case to Jarl Elisif, as if you elevate the case to Ulfric, then Falkreath won't acknowledge it as they don't support Ulfric as the true High King... UNLESS Blurbs decides to Join the Stormcloaks later down the line.
Double Jeopardy prevents you from being tried for the same offense twice. The federal government can't prosecute you for state crimes. FBI, Is Marshalls, etc only have specific jurisdiction (capital offense or offense involving interstate commerce is FBI, and fleeing fugitives/prisoner transport is Marshalls) outside of those grounds the FBI cannot arrest nor even pull you over. If you don't violate the federal law, it's only the state that can prosecute you. There is no taking it to federal if you get acquitted at the state level, you can only appeal through the appellate courts which is its own system, and you wouldn't appeal your acquittal anyway. And a divorce would never go to federal level because that's civil matter not criminal.

It's kind of incredible how great everybody involved played their roles. This shit was funny the WHOLE way through, and everybody stayed coherent during the trial. It was _just_ serious enough, while still being off the walls chaotic. The dichotomy of taking such an unserious situation so seriously was brilliant. Geralt was really struggling early on in that case, with the judge clearly working on Assturd's behalf, but he managed to win over the Jury with a slam dunk of a closing argument, discrediting the witness and saving the case from the jaws of defeat.
