One time our company didnt catch a 1.7M Insurance payout that was tricklingout for two years for overpaying our parcel ccarrier for insurance per package for large LTL shipments, althought we had already been paying a contractual flat rate for all of our orders. Took two years for anyone to even notice 1.7M GONE. And it wasnt a justified charge..even when our auditors saw it, they thought it was basic product coverage. Ultimately we never got that money back i was told...but found out later we did. However all paid for it bt giving up bonuses and raises...total BS> but thats Cali.

Yes, actually you would still need a referendum. Ballot measures cannot be altered or changed by the governor or the state legislature. It was always going to have to go back to the voter to revisit the issue and change the proposition from which they had put into law previously. The governor did not have any power to do that.
