I just checked on the web and it says that by August 2023 there were 60 - 80 million empty apartments not including the residential empty Homes.
Apartments is a depreciating asset as its value decreases over time whereas in Residential units we have an independent plot of land.

In India it is possible, one motor bike can ride up to 25 soldiers, one train can load up to 10x of passengers limits.
The best solution is to make schools heat proof or heat resistant. start the school at 8.30am and finish by 4pm. Make midday break for 1.5 hrs (recess time) so that kids can take a rest or nap. In this way the majority of the heat wave time kids will be in the school under the roof.
Or simply make the summer vacation for 3 months and give kids some extra homework to do.
