Well this was during the Beta. I also was surprised, asked about it in the forums, nobody was able to give me an answer as other people seemed to have to go through the IID first too. Long story short: I don't know :). I just took the option as it was available for me to take it :D
No, I used no mods in this career let's play until episode 11. And then only sounds mods, some map tool mods, and the Sinking Physics overhaul 2 mod. Nothing else. If you're new to the beta, the sonar directional cones is how the game treats contacts that you detect through any way that's not direct visual contact. Hence sonar contacts, radio contacs from other subs or BdU, etc.
