to track the declination of the sun as the seasons change, you can do that manually. tracking the sun throughout the day , yes, trackers are best. What I worry about most is the stress on the system during severe weather and say, 60 mph gusts. with that you would need some kind of tensioned cable system with pulleys so that the arms won't flex. motorized tracking to follow the sun during the day, manual adjustments to track the sun during the change of seasons. I love being smart.

You could easily reconfigure this in a 2-axis automatic solar tracking system, just connect all the axis orthogonal to the main axis to each other, and add a motor, and add two solar trackers - one for both tilts.

What about panel shadowing each other at low sun positions? What is the loss? This could possibly be remedied with frame tilting.
