It's not necessarily a problem. There is slow feathering strain of broilers. They grow feathers much later. At 4 weeks, they still have most of their body parts exposed
Broilers are not that problematic in the area of cannibalism. However, the following are important. - Good feed - Sufficient hydration (water) - Good spacing and ventilation - And taking out the bad guy(s) - Rescuing and isolating chickens with open wound
