There were markets in some villages and towns around Sibiu, some went there instead, because somehow you didn't need the pass there (probably the City Council broke some laws by asking for it in Sibiu). Sibiu has very strong german/austrian influences. Also 2 minutes away from the christmas market is one of the high school for german speaking students
