I can’t answer for the guy and my explanation is a bit messy, but I’ll try to answer your question. I know from experience that in order for the PTO and throttle advance (the parts of the truck that divert power from the engine to the various body mechanisms such as the packer, ejector blade, and any cart tippers) to work to their fullest capacity, the truck should not be moving. The PTO will temporarily shut off if the truck is moving due to the truck engine being needed for its energy to make the truck accelerate. I do think safety reasons are part of it though, especially on rear loaders if the hopper is too full and trash starts spilling out during a packing cycle.
The compactor uses a lot of power and takes most of the hydraulic pressure which means the trucks wheels don't have braking power to stop until the packer stops running.
