Same way it's installed, just in reverse :)

The sleeve slides back and forth even after tightening to 30 ft pounds. Is there a fix for that

And the lock can be rotated 360 degrees

Hi Jeffrey, No fix needed. The small amount of play in the sleeve does not affect the anti-rattle capabilities. It is designed to straddle the hitch to equalize the pin to 5/8 and had sheer strength.
