Good Points. I am not Totally agreeing to "individual wont bring much change." As individual actions like 3R's we are at least decreasing the impact on Earth and if neglected these actions sky rocketing would become catastrophic. Carbon Footprints do matter and so does reducing use of fossil fuels. If counted the population as a whole, every water droplet counts. Certainly we need stronger governmental views and support.
What that "individuals won't bring much change" means, is that that the developing countries want to raise their living standards. Which means inevitably they will raise their energy consumption in the long run. Developing countries are 5-6 x more population than developed countries easily. This is why, individual reductions won't solve the core problem ( because the energy consumption is increasing at massive rate in the following decades ), so the total energy consumption will not be reduced no matter what, unless people accept to stay extremely poor, but that is not going to happen and that is not a reasonable requirement. Only realistic solution is to move to more sustainable sources of energy.
For example in some estimates population of Africa at the end of the century will be 3 000 000 000. Population of Europe will be only 1/6 th of that, at 500 000 000. When Africans want the same living standards as Europeans, down shifting won't solve the problem. We need more sustainable sources of energy and better technology.
