Check your surface direction. Click on the surface and type dir in the command line. Make sure the white arrows are pointing up. If they are not pointing up, go to the command line and click on flip. That may be the issue. I have had some issue with Jail myself. Hope that will fix it but if not let me know and I'll do more research to see what else may cause it. You can also look on the underneath side of the surface to see if the lines are being drawn there. if so then it is the surface direction that you will need to change. One last question. When you click on the surface it adds the surface to the Jali box right? Then when you choose the pattern the Jali command just turns off and goes away. Is that the issue?
Just had the same issue as you. Before you click in the Jali pattern box go to the command line and make sure rigid is set to no. Then when you click on the pattern you want do not click select. Instead click the pattern twice and see if that fixes the issue. Let me know.
