Anyone with a camera at mecca is someone I can't take seriously. They are more concerned with appearances than the actual pilgrimage. If you were there for the pilgrimage you wouldn't even think to take a recording or picture. The moment is too sacred to be trespassed by something like this. I thought cameras were banned there? They really need to enforce this.
I don't think there is anything wrong with taking a minute or two after performing your twaf to take a picture or a short video to share with people.
@excalibur2596 personally i think after tawaf is fine as long as your standing behind the barriers or in the prayer place. But in my experience there are people stopping in the MIDDLE of tawaf to take pictures and record videos, this is so annoying and disrupts everyones tawaf. Everyone doing tawawf with me almost fell down because some group stopped to take a picture. The whole umrah crowd almost fell...

Only a judge can declare someone a kafir, after pointing out the "hujjah", meaning the reason and evidence, and calling that person to come back to fold of islam through making taw bah. It is no easy feet to make takfeer Akhi, I would advise you against doing it lightly.

They would only mention the name of a person if he is spreading great harm between the people, i.e. spreading Bidda'h or committing evil and Allah the Almighty knows best.
