Giving Grandma the benefit of the doubt I'd say it's probably early onset dementia. We had a few incidents with both of my wife's grandparents and had to stop letting them care for the grandkids. Wasn't anything malicious on their part they were just getting sick. They've both since passed away from dementia. One of the saddest things I've ever seen next to cancer.

I saw another article talking about how the grandmother had other grandkids from different kids and never had problems with them. I know it seems weird to us to leave the kids with the grandmother after the first death, but with all the positive history she had with kids, along with her history from working in the school system, I think the parents really just saw it as a freak accident. Honestly, her having such a long history working with kids really makes these two dying even more suspicious.
I should also mention that with the second baby, the parents started with supervised visits and eased their way into letting grandma watch the baby. Shortly after trusting grandma to watch the baby unsupervised, the second baby passes away. Way too suspicious.
