or it could have been radically reduced... which would have stunted the growth in diameter and length.. Obviously a judgment call. I like to keep the max live limb removal on main stem at less than 4".... if client really insisted, I'd take it off in stages, over 3-10 years... How will the wicked power utility react to that live oak's presence? I hope they provide it with the respect it deserves.
Why plant an oak next to utility lines? Utility companies have little discretion when the time comes.
