What about a water toolbox aproach? There is a 1prize glaceon blocking evolution pokemon, Vulpix Vstar against pokemons with ability. You can also use omastar to trap the active, floatzel to recycle items. Etc. I only find it difficult to fit everything in one deck but I think it can work.
You only need to get the kings order going once. Then grab another Kingdra ex. It also has access to the basic Baxcaliber, swim freely finneon and seadra.
This Kingdra has exactly the same issue as Reuiniclus. It's almost like that effect just won't work out unless the attack can be pulled off T2 going first or something like that.
The deck im using with it right now is Kingdra, ogerpon, and counter catcher as my ace spec, R greninja, and thinking about adding manaphy not, baxcalibur of course, it feels pretty good so far honestly, ogerpon works really well in this and had some games were I could take four prize cards at once
