The letter C, in this context, stands for "chief," as in chief executive officer, chief operating officer, chief financial officer and so on. So, yeah, that's what he meant by that statement. It's a business term. I could be wrong though, it could have been some kind of joke referring to actual sea level, was Colorado being higher than that. Maybe the air is thinner or something, that's the joke ? I think it's C-level. That's what I interpreted it to mean when I first heard it. So that's my interpretation, from 3 years in the future.
