Also to agree not to send materials to fix the rotting BRP Sierra Madre is shocking, especially knowing that the ship needs it badly, and if it fully rots, the ship will more than likely sink thus losing our only marker in that territory.
let's be fair and real here, there really is no hope in fixing Sierra Madre.
It's basically a ship that ran aground, how can you fix a broken, rusty and basically near sinking ship without any proper tools, materials and a proper facility to actually do the repairs?
Not even the US can fix Sierra Madre without pulling it to a nearby dock to do some major overhauls. So what do you expect the Philippines can do?
It is a much better option to leave Sierra Madre alone or even destroy it and to either send another much bigger and better ship to ram itself into the coral reef and become the next Sierra Madre or purposefully make a dedicated and better island/outpost just like what China is doing where we can put a runway and a dock for ships.
Try to look at videos and photos of the damned thing and you'd realize how shhhtttt the situation in Sierra Madre is.
It's not something that can easily be fixed nor am I realistically capable of forcing a bunch of our people to live in that God forsaken metal coffin.

for that to happen, we ironically need China's help for that matter since they have the equipment, know-how and manpower to do that.
I'm not keen on the idea of America doing it for us since they're no better than China when it comes to "favors". They don't have a good track record for that.
There are others who can do it as well like the Dutch particularly the companies Van Oord and Boskalis since they're the ones who constructed "The World" islands on the coast of Dubai.
But they're super expensive and I doubt we can actually be able to afford them.
For what we are capable of spending, like I said, ironically it is with China that we can do that.
Now would be the question of actually hiring the Chinese contractors that know how to.
We'd need to pay them properly and, hate to say it, let them be "corrupt" in that endeavor (of course with proper observation) so that the contractor would be able to build our own island(s) there.
There are also the Indians if I remember correctly, the only problem I have with them is that they tend to have substandard results and are just as, if not, more corrupt than our local contractors.
The next best thing would be, like I said, to destroy Sierra Madre and ram a bigger boat or multiple bigger boats to make a better outpost than Sierra Madre.

Japan has some dredging capabilities but as far as I know, I don't think any of them have what it takes to make something as big and complicated as an entire island from dredged sand or whatever.
As far as what is available, it's either the Dutch or the Chinese.

Any official agreement between the Philippines and another state must pass the approval of Congress. A Philippine president cannot privately agree on his own concerning the state, and consider that agreement as officially binding, because he is not authorized to do such a thing by the Constitution. He is not a king who owns the Philippines and does not need to consult with Congress before making agreements that bear on the sovereignty of the country. He is a public official of a republic. It appears that Duterte and his administration overreached their authority and made a serious mistake by collaborating with China in undermining the integrity of the Philippine sovereign territorial boundary. An investigation is called for to make clear what indeed transpired in that so-called "gentlemen's agreement" and to know whether anyone should be held criminally liable for it. On the other hand, China is sophisticated enough to know that such a "gentleman's agreement" is not officially binding. Yet it is using such an unofficial agreement as a pretext to behave in a lawless manner in the West Philippine Sea. China must abide by UNCLOS, and Duterte must account for his injudiciousness if he indeed made such an improper and illegal personal agreement with the Chinese leadership concerning the integrity of the Philippine territorial boundary.

If the Philippines cannot protect BRP Sierra Madre from China, WPS is lost. If PCG cannot protect itself, our fishermen are lost. The Philippines cannot let China bully us within our own territory. The PCG can do better than taking all the blows and feel that they are being heroic in doing so. PBBM doesn't want to poke the bear, while PCG lick its wounds and our fishermen hold their empty belly.

The 1987 Constitution of the Philippines states that the country is a democratic and republican state, and that sovereignty resides in the people. The constitution also states that all government authority comes from the people. Sovereignty therefore does not reside in the executive department or any branch of the government, and cannot therefore decide on their own to make secret money agreements with impunity apart from the will of the people.
