Of course, being a civil engineer, one cant professionally works as a legal architect. But a civil engineer can fulfill most of the job responsibilities of an architect and can be part of many projects by learning and implementing various digital drafting software (3D-studio max, SketchUp, AutoCAD, Revit, etc.).
Basic knowledge of computers is much required for learning the Architectural Software. Programming/coding is not required for learning these softwares.

Exposure to the latest research and building material If you find all the above facilities in any college, you should go for that one regardless of Govt or private

Dear, if you want to enroll and pursue the B.Arch program from colleges across India, you have to take either JEE (B.Arch) or NATA. Any college across the nation cant register you with any of the tests above. I will especially recommend NATA to take, as it is accepted by 95% of India's architecture colleges.
