I'm glad they're putting powerful effects on creatures - with no ward/hexproof - that need to hit players to do anything. This balances power, salt scale, and avoids the "my deck wins because my commander entered play".
Forgive me for this silly question. I'm trying to better understand why this card is so good. So, basically BEFORE Combat, you'll want to cast a LOT of low cost CMC spells, cantrips, etc. so that AFTER combat if you cast a good card (e.g., Time Warp, Expropriate, etc.) you get to copy it for all the spells you cast PRIOR to combat. Am I understanding it right?
I went a different direction with her and have a deckbuild on my channel. I built her with infinite storm using Aluren/Food Chain so then all you need is a just a simple lava dart to win the game and it's a lot harder to interrupt since you're not going down in cards/resources to build your storm count.
You can always give spells (and permanents) multiple instances of abilities or effects, it's just a lot of them are redundant such as flying, some of them are not such as storm, cascade, etc.
Additional things about storm; copies of X cast spells have whatever value you put into X. Storm counts how many spells have been cast by anyone, not just you.
you could also storm one of the blue instant/sorcery finding tutors find all your key spells to stack for your next turn and unless you can be wheeled, you win.
Storm was the very first superhero that I fell in love with. Aquaman being second. I bet her and Kalamax would be best friends lol. This card is a MUST for me!!!!!
This is not going to be a Casual Commander. This is going to sit with the cEDH crowd, there’s just consistent way to make this deck fair. I’m having a blast with her in cEDH, right now, and that says something about just how strong she is.

Should have added Irenicus’s Vile Duplication to the list too. Just $2.60, but it makes a copy of a creature and turns it non legendary if it’s legendary. So…who wants stacks of Storms to stack Storm’s storm triggers?

Rousing refrain’s mana is generated during upkeep, and will empty at 1st main phase. so if you are running mostly instants you’ll be fine, but I wouldn’t run this personally
Mitch thinks everything is over powered. This will not consistently break any top 16's in CEDH. Probably wont even be a top 40 commander. You could Food Chain with this deck to get a million casts, then swing for damage and get a million storm triggers.

Storm is a 4 cmc commander that lacks every check mark a cEDH commander needs, needs to connect, needs set up and is super telegraphed to the whole table. The card is going to be a cool casual card for higher powered pods but nothing more.
@avall0nNn1992 Definitely not true. Cedh is a warped format where a very specific subset of win cons are used by basically every deck. Just because she doesn't fit into that very small niche does not mean she isn't wildly overpowered. Your argument is basically that she dies to removal, and the entire table is going to be ready for it. If the entire table needs to change their game plan because of the commander you sat down with, it's a busted commander. Not to mention, she wants to run every copy of tamiyo's protection or dive down anyway to build her storm count. Which means you better be removing her on your turn because all you'll be doing is building the storm count if you do it on her turn. None of that takes into account the 50 different ways you can efficiently give her haste, while building storm, or the fact that in cedh you can surprisingly have 10 to infinitely more mana on any given turn.

With double strike, it counts as two instances of causing combat damage, so it will give two instances of storm. Every instance of storm will be added on to multiply the effect, just like how some creatures already have multiple instances of cascade. Also why the multiple combats thing is looking popular, because you could storm that effect, and then storm again after the other combats for even more instances.
@brittneybell3424 cards that pretty much break the game and course endless lengthy turns usually ruin the game experience , especially when there are multiple options to do it. They won't ban it as it's going to be a big earner.
Lightning Bolt is good. Storm is gamewarping. There used to be a danger scale for R&D. Where they measured how likely something was to be reprinted on a scale from 1 to storm. As in storm is one of their greatest mistakes and it'll never be reprinted.
This commander is easily one of the grossest commanders ever printed. I definitely will not be able to sit down and play a game if someone is playing Storm. I could still see it being fun without extra turns and extra combats but with how oppressive this commander is it just seems like one sided fun.
