The main reason why work places require you to use closed shoes is because if there's an emergency and you have to empty de building, your walk apparell doesn't limit you from doing it swiftly. Usually open shoes, like the crocs that were worn by sniper, can cause you to drop them, so if you have to return to them then that is considered a hazard, as you could die because of that, or someone could step on them and fall down. It´s a bit ridiculous and over the exagerated side, but that's the justification just as an FYI.
