I think the only downside is that the observation deck extends further out, which makes for better photos. Also, there is no guarantee that good seats are available at the restaurant. Other than that, this is great advice.

It is not for free, I was there and had to pay $30 at the entrance. (But you get a voucher for $30.)

No not refundable. but still better then just paying to go to the observation deck

If you pay 25$ Dollar with the Observation Deck you can also use the Pool or only walking around the Pool there...?
No the pool is only for hotel guest
