I use to work at a airfield in Japan. Birds would constantly fly against the wind like that because that's them working out and strengthening their wings.

Actually, this is a Kestrel and it is known for doing this. It's actually a bit easier for them when the wind is going against them as they can hover with much less effort.
This bird is hunting and conserving energy. It's no different than when cats just stare at what seems like nothing for hours.

That falcon is actually called a kestral, and they're the only bird of prey capable of hovering. They can also see in the near ultra violet light which means that they can see urine tracks of mice and voles, and they are able to keep themselves focused on their prey without moving it's head much :D just thought I'd share this (Also they are classed as part of the falcon family so it's not totally incorrect)

Off the coast of Perth I saw a water funnel. It was very narrow and very stable, a cylinder of water, just chilling out from the bottom of the cloud to the surface of the sea. It stayed in the one spot, swayed only a little, and when I squinted I saw it was rotating. Took me a moment to figure out what the hell it was. Nature is full of interesting surprises.

As I've seen in some of the comments, the bird is a kestrel. This is how they hunt. Fairly common in the UK and other areas. IRL they look just as gravity defying as in the clip.

Fun fact, the "falcon" is specifically a kestrel, and male. You can tell because the females have brown heads rather than grey. Kestrels can be easily identified at a distance by that same hovering or kiting behaviour, often over roadsides. :3

Captain Disillusion disagrees with the "This guy didn't uses any CGI." He did, along with some brilliant editing trickery. Captain D didn't degrade the incredible skills, but just broke down how they were done. He did poke some light hearted fun at a few minor mistakes that anyone with the artist's level of skill shouldn't have made.
It wasn't cgi though, just some video editing, unless that's what cgi is in which case im wrong

Chickens can do that "head remaining in one place while the body moves" thing too.
They have to because their eyes can't move in their sockets, so In order to focus on something, they have to keep their head still.
In the case of this bird, focusing on the ground to spot prey.
