Nagato Having Lost Most of his Power to blow everything Up is plot, kishimoto had to make sure to set up an Arc And certain conditions for them to take Pain, otherwise Pain would take Naruto along With The Nine Tails. He Even pinned him down while beeing fatigued so yeah

So, why the hell would he weakens himself so much before fighting it. Not only this, he wasted time speaking to Naruto after captured him and even killed (well, tried) Hinata on purpose just to fight the Kyubi? Like lmao
