Obviously I’m not trying to advocate for his destruction or real-life nuclear bombs or trying to say our horrific actions were justified, but the fact that fear keeps people “in line” makes it difficult to dispute

It would have really helped the story feel so gritty and upped the stakes. It would have been interesting to see how things would have developed had the damage that was done lasted. Imagine Kabuto got his hands on kakashi.
It would have really given weight to Naruto's convictions about peace and forgiveness if he was forced to preach in spite of the fact that his friends, village, and mentors had all been butchered and buried in the rubble of their own home. When Naruto confronts Nagato afterwards about ending the cycle, the checks and balances of the argument don't add up. Naruto argues for peace and forgiveness *from* a wronged party, but *after* Pain had taken his vengeance and already had satisfaction. Yet Naruto argues that the cycle needs to end *before* it begins, but that is hilariously irrational, as it requires forgiveness immediately after suffering the loss of family and friends to violence. Nagato is somehow swayed by Naruto's bad argument, and decides to reward Naruto by ressurecting everyone, but that in itself feels cheap, like a big stakes payoff from a no risk gamble. Naruto *does* forgive Pain for destroying the village and killing his friends and mentors, but only *after* Pain told Naruto that he wasn't the instigator of the violence, only the one that called it even. Naruto isn't the one settling the debt. Pain is. Naruto just has to accept it. When Pain revives everyone, not only does it feel like he's handing out a fairy tale ending to the leaf village, but it also feels like Pain was duped by Naruto. To me it sounded like Naruto had a poor argument and an even more shit offer, but Pain mishears the terms and decides to agree, and ends up being conned into giving out free rezzes.
Narratively it would've been cool. He may have destroyed the village a little _too_ much though. The entire village got shoved to the outskirts, the Hokage was out of commission, some of the most skilled members of Konoha almost lost/did lose their lives during this arc (Choza, Hinata, Kakashi, Shizune, etc.), and the replacement Hokage was to be someone who thrived off violence and greed. With the remnants of the Akatsuki _alone_ being plenty strong enough to destroy Konoha forces and knowing how events will play out regardless (5 Kage Summit + Danzo dying & Sasuke wanting to kill the village elders), I feel like Konoha would've really been teetering on the brink of collapse without the resurrections.
Being young is siding with Naruto. Becoming older us realizing that Pain was right in a way and that Naruto himself goes along to prove Pain's worldview by becoming the superweapon to maintain peace. Not to mention doing nothing to help Amegakure afterwards like he promised... Man fuck Boruto on so many levels lmao.
This fight could have been the end of naruto and I think fans would have been okay with it. Honestly the best fight in the series. Other than kid sasuke vs kid naruto in the final valley.

Especially some of the reactions of people like: "But you yourself continue this cycle of hatred", or "Naruto and Konoha are good, and you are kind of evil, etc.". Imagine a situation where you are living your life, loving, working, enjoying life. Your biggest problem is finding a job, because your contract is about to expire, or you're wondering if your girlfriend will respond to your date messages. And then one morning, a rocket lands in your neighborhood. And then another one to the next and another one to the next. You survive, pack your things, take your elderly mother and cat, and you leave the country (or rather, you try to smuggle at least your mother out, because men are not allowed to leave). Then you read the news that half of the country has been captured, the enemy's tactic is the complete destruction of cities and villages because they are afraid of the rebels, and this goes on for several years. Your friends, acquaintances, relatives are dying in the war. And then, after a while, the country and you personally have the opportunity to take revenge on the enemy's land. You go there, fire missiles and weapons, and then some dick from the enemy's people comes out and starts telling you that we are thieves and we are good, and you have come to destroy our land, that you will not prove anything and will not change anything at all, but will only increase the enmity and the "circle of hatred." What is your reaction, my dear?
And speaking of the ending of this story, Naruto himself and Sasuke, along with him, became the world-class super weapon that Pain is talking about here. The power of friendship, a common enemy - it's all clear, but okay, let's say that after the death of Gara, the land of Sand has a problem with Konoha and what will they do? Go to war with them? They won't do anything, they'll just wait until Sasuke and Naruto die, and then everything will go back to its original course

Perhaps this is not exactly an argument for the phrase "it is still possible to cooperate," but don't get me wrong, the media play a very important role today. Now it's not enough to tell people that one person is to blame for everything, for example.
