'No' [no], there is ʊ after o, but it is too minimized to be considered two complete sounds, so we don't write [oʊ] because the tongue only goes up a little to the vowel above o. 'Now' [naʊ] has two complete vowels, a real diphthong. y-different. 'Bay' [be], similar to o, we do hear a second vowel [eɪ], but it's to short to be a real diphthong. 'Bee' [bi] one vowel sound. 'Buy' [baɪ], a diphthong, two complete vowel sounds.
