Every video shows the easy parts but I've never seen one that shows people trying to close the "inside lid" over the refill,mine NEVER seems to line up and fit properly. I'm sure that's exactly why they did away with that lid completely in the newer models.

Mine is a different type. The box for the bag is a rectangle and not a circle like yours 🤔
You don’t need to use scissors. You can you that part where the scissors picture is at. It will cut the bag
