@isaachui5945 No, city-states remain loyal to the first civilization that becomes their Suzerain. But, other civs can compete for Suzerainty if the current Suzerain loses favor by neglecting Envoys or getting into a war with the city-state.
Lautaro isn't wrong. Frederick's focus on religion and districts probably isn't the most exciting playstyle. Though Barbarossa can be a powerhouse if used correctly...
