someone probably already said that but for puff sleeves you usually slash the pattern and then spread the top of it, not the bottom (the way i learned how to do it you slash it in a curve, i'm not sure if it works with straight lines too but i guess so). that's probably why it wasn't as puffy as you wanted. for a fully puffy puff i'd spread the pattern both at the top and bottom??????? if you spread only the top, it will taper to a normal size at the hem, so to make it full puff with elastic at the hem i guess it would be better to spread top and bottom in parallel lines.
