Finally beat this, but with a different setup:
Devil Killer
Ultra Spiked Tires
Ultra Metal Frame
High Torque Motor 2.0
Super Godspeed Gears
High Speed Battery
Side Stabilizer 3.0
Heavy Suspension
Bumper Plate
It took me a few tries, but I found the trick is to only use the boost once you've had to press B a couple of times, otherwise if you boost and then have to press B, your car comes off the track.
