These straps are actually typycally used by bull and barrel riders to help keep their boots on. Usually they actually use leather cords or duct tape, but this works too! The point of putting them under the jeans is to make sure that the boots dont get caught on anything. Sure, maybe people are hijacking this for style reasons, but the origin is in red blooded rodeo sports
