The reason they have to check the helmet size again is all the growth hormone they take, no other reason a head size would change at that age in that short a time.
How does it not make sense? These guys are football players which means they probably are on HGH, you must not know much about it if you think these guys are too small to be on it, taking it does not automatically make you a monster.
