Georgian parliament passes 'foreign influence' law despite mass protests | DW News

  • Georgia's parliament has approved a controversial law that has sparked weeks of mass protests. Police have confronted demonstrators outside parliament, where lawmakers also clashed before the vote.
    Critics of the ruling Georgian Dream party fear the so-called 'foreign influence' bill will be used to stamp out dissent - and will dent Georgia's hopes of joining the European Union.
    The legislation requires media and other groups to register as "pursuing the interests of a foreign power" if they get more than 20% of their funding from abroad. Opponents of the law say it closely resembles measures adopted by the Russian government to crackdown on dissent.
    Georgia’s President Salome Zourabichvili has vowed to veto the bill, but the government says it will use its majority to override her and ensure the measure becomes law.

      Sure. If this will be the first time in history such a registry is used equally in all politicaly directions. The problem with laws of this kind is not what they say they do, but how they are applied as a tool (to be fair that is not specific to them, but a general problem with legal systems not that robustly established, be it because it is somewhat young and still has a lot of bad actors from before as here, or because there was a decades long campaign to undermine it [U.S., but sadly, here, too]).

      But that is the problem with the law. It treats all groups equally rather than banning the Russian ones. Groups that are bringing freedom and democracy and a modern way of life to Georgia are being treated the same as Russian groups trying to destroy democracy.
      This law does nothing but get in the way of good people who are trying to bring democracy to Georgia.

EU threaten to sanction, withholds fundings or even promises to kick states out of the Union for disobeying the policies of unelected officials in Brussels.       The first law about "foreign influencers" was adopted in our country ...... the United States of America. All organizations receiving money from abroad (>20%) should report to our American Authorities. All other sovereign Democracies in the World (Russia, China, India, etc.) used our blueprints.

    To anyone comparing this with FARA law! According to this law anyone can write down anonymous letter about suspicion that someone may be foreign agent and just submit it without any access procedure and government has rights to access any type of personal information about the suspected person or organisation :) please think what does that mean

      That's false. They're different laws both in substance and in writing. The US FARA is not a sweeping law that equates any entity or person that gets as little as 20% of its funds from foreign sources, to a foreign agent. It requires an entity to be under the control, or acting under the direction of a foreign party, and also to be acting in the interests of that foreign party. The US law explicitly exempts Humanitarian aid organizations, religious organizations, academic, scientific, fine arts institutions, media organizations and more. The Georgian law contains no such exemptions.

They're already obliged to make their accounting public, as any other organization - it's about NGOs being forced to declare themselves as agents acting in the interest of foreign powers if they receive funding from abroad. The government already knows where their funding comes from. With this law, the government can pit its own interests against those organizations and claim it's about national interests versus foreign interests. Watchdogs and media can be barred from, say, witnessing next fall's election process - great timing!

      There's absolutely no problem for Russia if Georgia wants to join the EU. This law also isn't what prevents Georgia from joining the EU. Ukraine was also allowed to join the EU, but not NATO. Same was true for Georgia in 2008.
      Btw, if you're talking about the coup in 2014, that was done with support, money and arms from certain western entities. After that, everything went to sh.. in Ukraine, leading up to current situation.

What went wrong with Ukraine is the fact that Russia attacked it. That is what lead up to the current situation: Russian aggression.

    The "No Leader Movement" was also said in Hong Kong, Myanmar, and Ukraine. It has nothing to do with "democracy" but everything to do with "global geopolitics". This model can be used across culture and geography aiming at "regime change" for the "alliance" of WWIII

      The difference is that Alternative für Deutschand represents the interests of a despotic dictatorship whereas the government in Georgia wants to outlaw NGOs that represent Western values such as freedom, democracy, fundamental rights and the rule of law. Not at all the same.

    Problem is not the law but the Russian influence, that they are occupying land and Georgia risk getting occupied to 100% or forced to become like Belarus. So people protesting are smart doing it now, once the stakes get higher it will be harder.

    Foreign aid also has a bad side, it causes your country to divide, or third parties will take advantage of it to increase conflicts and cause riots and wars. (Especially if an organization with terrorist intentions receives external aid)

The problem with laws of this kind is not what they say they do, but how they are applied as a tool (to be fair that is not specific to them, but a general problem with legal systems not that robustly established, be it because it is somewhat young and still has a lot of bad actors from before as here, or because there was a decades long campaign to undermine it [U.S., but sadly, here, too]).

      The law in Russia was supposedly not to be harmful. Now you don't need any foreign funding at all to be labeled a foreign agent, having an opinion different from the official is foreign influence enough. Once you get labeled you lose many rights of a citizen like for example being able to be woted into a parlament and you are harassed by the bureaucracy in many ways.

The most revered and iconic non-governmental organization in our history - The Society for Spreading Literacy Among Georgians - was receiving funding from foreign citizens, which would make them "a foreign agent" according to this thrice damned law. In reality their funders and members were some of the most legendary people in Georgian history, who fought for restoring and preserving Georgian nationality and sovereignty, where an actual malignant foreign power (Tsarist Russia) was trying to erase it.

    I opened TH-cam trends in incognito mode, and 9 out of top-10 videos were in Russian language about how Russia was losing the war.
    And between videos there was an ad with men in masks with guns who asked to open the 2nd front with Russia.

      In April 2022 there were a lot of pro Ukrainian demonstrations organised where flags, badges, feeds with UA flags were gifted to any stranger. Meanwhile streets of Tbilisi were full of dog s*it.
      I asked myself - why the country which doesn’t have money to clean their main streets in their main city has money for pro Ukrainian demonstrations?
      My conclusion was - it wasn’t their money.
      And motivation of such destabilisation is pretty clear as the motivation to not let this funding transparency law pass

We've had laws for transparency for ages already, all the domestic and foreign funding is already reported in detail to the government. This law legitimates ANONYMOUS REPORTS as a basis for shutting down press and organizations. Placing the power to do so exclusively in the hands of the Prosecutor and eliminated the need for any involvement from the court the judge etc. We won't let this happen

The government went to great lengths to collect their supporters during their last rally. They used Budget funds and employed a lot of their people in organizing and transporting their (alleged) supporters for their last rally, and somehow the numbers of volunteer protesters diminished them.

This law gives the Prosecutor power to shut down any Media outlet or non-governmental organization on the basis of an anonymous report. No court or judge or anyone or anything else will be required. A scrap of paper and anyone that speaks against government is going to be under investigation, their property confiscated, their offices shut down, associated citizens under law enforcer's scrutiny + defamation.     I’m watched reports from several new channels on this law but I am yet to see any serious and convincing discussion as to what is specially wrong with this law.
    Except I am Missing something, I am struggling to see anything wrong with a law mandating NGOs and media organization to disclose their source of foreign funding. Will that not ensure that such organizations are legitimate and not used by external forces to intefere and influence Georgian politics?
    It is my understanding that several countries like the US and Hungary have similar laws. Why in this case is it out of bounds for Georgia to pass a similar law?
    The best I’ve heard is that the law is similar to a Russian law. My response is and so? So if Russia has a law that for example guarantees free speech, it would be out of bounds for another country to pass a similar law because Russia has such laws?
    This is just looking like another orange revolution and we all know who were the people behind that and how that has since turned out.

      This law has zero things to do with transparency, there's not even a word about reporting funding or anything in it. Our old laws are the ones that provide transparency and have for ages! This new law allows the Prosecutor's Office to shut down any entity - media or ngo - on the basis of an anonymous report, with just one person's decision from the Office enough to launch investigations. No court, no judge is required anymore. This is how the repressions in Soviet Union worked.

      My guess is that the U.S.A. wanted to prepare for WWII. It's not accidental that the U.S.A. won WWII because the preparation for war had started at least in or before 1933.

      Do you know that it's still a criminal offense in the U.S.A. to use the worldwide renowned f-word because the law is still on the books ? There are laws and there are laws that law enforcement doesn't have enough prison space to lock up all of the criminals. It's why the Americans of German descent weren't locked up but the Japanese ones were.

    Protesters think that the only obstacle towards the EU membership is this law. İf the UE wants to accept Georgia as a member of its union, why haven't they accepted Georgia to the EU for many years? What were obstacles before the idea of this law emerged?

      The Abchasia and South Ossetia conflict would be a reason i assume, which i guess is the main reason why Russia caused this problem. Also joining the EU also isn´t just a split second decision, it usually takes years until new Members are accepted.

      Because every time we had a bit of chance getting into EU, Russia ruined it all. Russia doesn't want us in EU so they have and they will do everything possible to prevent us joining EU.

      It's actually different, because the law in the US (FARA) doesn't require every organization with foreign funding to register, but only a limited number under special circumstances. Apart from that the US is not trying to join the European Union

And anyway, why are we talking about the US? The US is not joining the EU, but Georgia is. So it needs to follow our standarts. And we won't accept them anyway.     Посольство США проплатило в очередной раз большую массовку, которая под вопли и гиканье расхаживает по Тбилиси.
    Проблема в том, что 99% собравшихся не знают, что они вышли «против закона об иноагентах», который был проголосован грузинским парламентом, но категорически не нравится посольству США, ведь тогда нужно будет тысячи своих НКО финансировать « в черную», а это большая проблема для Госдепа.
    В США и ЕС такие законы «об иноагентах» давно приняты, но в Грузии американское посольство готово засевать пачками долларов улицы Тбилиси, лишь бы как-то отменить закон.
    Но руководство Грузии прекрасно знает вышеперечисленное, они давно выбрали путь освобождения от диктата США, посему закону «об иноагентах» в Грузии быть!!!
    Посольство США пойдет в «пешее эротическое путешествие»…
