The first sound you point out? It's a Vibrato effect on guitar. Some amps used to have vibrato built in back in the day - mostly from pedals these days. You can hear the effect a LOT on Wurlitzer and Hammond organs in the 60's and 70's.
The wakka wakka isn't a Wah-Wah. It's the wah's close cousin, the Cry-Baby. Same as a wah, but with a narrower tone range. Open and close that in time to the tune, add in a little string muting, and you get wakka wakka. :P Glad to see you enjoying one of our many Aussie musical gems.
